Job Summary:
The Geographic Information Systems (GIS) Developer is a member of the GIS team within the Information Technology (IT) Division, collaborates frequently with the Application Development team, and works under the supervision of the GIS Supervisor. This position requires a programming professional with Esri development experience. The GIS developer designs, develops, documents, and maintains custom GIS web applications in an Esri/Windows environment. See new.azwater.gov/gis for examples. In addition to web application development, this position supports GIS desktop software extensions, scripts, and database queries.

Knowledge, Skills, and Abilities:

  • Interested candidates should have working knowledge of web development for the Esri platform, including the ArcGIS Developer resources, the ArcGIS API for JavaScript, and ArcGIS Web App Builder.
  • The GIS Developer will use .NET/C# and JavaScript to update legacy GIS web applications and build new applications. The qualified candidate will have prior experience using JavaScript libraries and frameworks in conjunction with Esri’s GIS Developer tools. Additionally, the qualified candidate will have front-end web development experience, including HTML, CSS, XML, Bootstrap, and RESTful APIs (particularly ArcGIS REST services).
  • The GIS Developer must be able to write intermediate level SQL queries and develop applications that link multiple systems, including ArcGIS Enterprise, ArcGIS Online, ArcGIS Enterprise Geodatabase, and Oracle Database.
  • The GIS Developer will utilize Python/ArcPy to build custom extensions for ArcGIS Pro and write scripts to manipulate spatial data. The GIS Developer will apply basic knowledge of geospatial analysis and cartographic design to develop interactive geospatial applications.
  • The person in this position must have experience utilizing best software development practices, including the Agile software development lifecycle, testing environments, and version control. The qualified candidate must have prior experience using Git. This position is responsible for gathering initial requirements from agency business units and communicating with stakeholders throughout the development process.
  • The candidate should have the ability to quickly learn new programming languages and software as well as master the data and workflows used by business units across the agency. The candidate should be able to efficiently troubleshoot and resolve technical issues, working in a highly collaborative team environment. The GIS Developer must be comfortable prioritizing competing deadlines and communicating any delays to customers in a timely and courteous fashion. The GIS Developer must be able to translate technical concepts for non-technical audiences and write detailed technical documentation.

Selective Preferences:

  • A strong candidate will have at least two years of professional programming experience, including one year of Esri development experience. A Bachelor’s degree in Computer Science, GIS, or a related field is preferred.
  • Experience with React and Dojo are preferred and experience with jQuery is desirable.
  • Experience using Microsoft Team Foundation Server or a similar version control platform is desirable.
  • Experience working with large GIS datasets and imagery is desirable.
