Under general supervision, performs complex GIS tasks utilizing analysis skills and technical expertise.

 Examples of Duties:

Essential Functions: Using industry standard ESRI based GIS software and equipment, analyze, develop, and maintain an Engineering Construction Database using complex Engineering Drawings and associated data from a variety of Engineering, Surveying, Aerial, Photogrammetric, Relational Database, and other sources. Using an in-depth knowledge of the ESRI suite of applications and tools, as well as database querying through SQL, prepare and present drawings, customized maps, and reports resulting from complex analysis of information from the GIS and other MSD Databases, as requested by District personnel. Research, obtain, integrate, and develop data from available sources, including other Databases, to enhance the GIS database in response to client requests. Assist management in developing and documenting GIS policies, procedures, plans, standards and workflow enhancements. Assist in the design, development, maintenance of and enhancements to the GIS database and associated software. Develop custom GIS desktop tools and scripts using Model Builder and Python. Develop custom GIS web applications using ArcGIS Online tools and the JavaScript API for ArcGIS to help expand the GIS user community in the District.

Additional Responsibilities: Perform related work as required or as delegated by supervisors. This may include coordination of personnel work assignments to ensure smooth workflow and timely product delivery and maintenance of performance metrics.

 Minimum Qualifications:

Training and Experience:Graduation from a four year university with a BA/BS in GIS, Computer Science, Geography or related field. Two years of progressively responsible experience in Civil Engineering based GIS applications using the ESRI software suite. Considerable knowledge of engineering drawings and digital drafting practices.

Desirable Knowledge. Skills and Abilities: Knowledge of the current state of GIS technology and applications with practical experience using the  industry standard ESRI suite ( including ArcGIS Desktop and ArcGIS Server); Familiarity with extensions such as 3D Analyst, Spatial Analyst and Publisher. Knowledge of Relational Databases, preferably Oracle, as well as programming experience with JavaScript including the JavaScript API for ArcGIS, HTML5, SQL and .NET (C# preferred). Working knowledge of REST, SOAP, and WMS web services and their associated data exchange formats including XML and JASON. Ability to interpret and analyze problems in order to develop effective technical solutions.
