Sam received a B.A. in political science and history from the University of Arkansas, where he graduated magna cum laude. He completed an undergraduate thesis on the effect signing ballot initiative petitions has on voter turnout using new data from initiative organizers and the Arkansas Secretary of State. Sam's  interest is in state and local government in the United States, especially the effects that some institutions, such as the ballot initiative, have on voter behavior.
