ABOUT THE POSITION

 

Plans, supervises and reviews the work of professional and/or technical staff; performs professional level work related to the development and implementation of systems, databases and macros to create, maintain, display and update a County-wide and local government geographic information system.  This is first supervisory or specialist class, responsible for providing direction to staff on a project or team basis, in addition to performing the full range of professional level analytical and systems development work in support of a comprehensive, County-wide automated geographic information system. This class is distinguished from the Geographic Information Systems Administrator and Geographic Information Systems Database Administrator classes in that the latter are full supervisory classes with functional management responsibility for specific areas of systems development and implementation.

This examination will establish an Open Competitive and Promotional list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by the Office of Human Resources.

 

MINIMUM REQUIREMENTS

Education and Experience: Bachelor's Degree in Planning, Engineering, Computer Science or Geographic Studies or a field related to the work AND four (4) years of full-time professional level experience in developing and implementing automated geographic information systems. Professional level experience, which has provided the skills and knowledge necessary to perform all job functions at this level, may be substituted for the education on a year-for-year basis to a maximum of two years.

Working Conditions: Specified positions may require working out of doors in all weather conditions.

Licenses and Certifications: Specified positions may require possession of a valid Nevada Class C driver's license at time of appointment.

Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

 

EXAMPLES OF DUTIES

Provides day-to-day supervision, training and work review to a work unit; organizes and assigns work, sets priorities, and follows-up to ensure coordination and completion of assigned work. Provides input into selection, evaluation, disciplinary and other personnel matters; may sign evaluation forms and counsel employees as required. Plans, develops, coordinates, develops and modifies complex systems to create a comprehensive geographic information system for County departments and various local agencies, including cadastral drafting for assessment purposes and survey data for multiple public work processes. Confers with and acts as the County liaison with departmental or outside agency management and staff to determine current automated or manual systems, define needs, coordinate system integration and define required output and user documentation. Plans and sequences processing steps for database creation, development, application, display and implementation and document production; performs complex system modeling activities to ensure appropriate program development and system coordination and application utility; develops and designs complex analytical programs. Develops systems and applications documentation, user-training materials and quality control procedures; prepares a variety of technical reports, correspondence, manuals, procedures and other written materials. Plans and conducts a variety of analytical studies related to the development and implementation of the GIS system; evaluates alternatives, makes recommendations and prepares technical reports. Makes presentations to representatives of other agencies regarding the GIS system; explains system hardware and software and ensures that applications, such as those for the emergency response system, are appropriate. Monitors developments in the field of geographic system usage, determines their potential effect upon the County system recommends procedural and equipment changes to ensure system updating. Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team. Attends training meetings and upgrades knowledge of GIS system use; applies and documents new techniques as they are implemented. Uses standard office equipment in the course of the work; may drive a personal or County vehicle or be able to arrange for appropriate transportation in order to attend meetings at various departments and agencies. May provide input into the departmental budget regarding GIS equipment, training, personnel, etc.

PHYSICAL DEMANDS

Mobility to work in a typical office setting and use standard office equipment, stamina to remain seated and maintain concentration for an extended period of time, vision to read printed materials and a computer screen, and hearing and speech to communicate in person or over the telephone.
