Summary

This position is part of the Regional Office. As a Natural Resource Specialist, you will serve as an intern in the Region 6 Natural Resources Intern Program (NRIP), accomplishing progressively complex development rotational training assignments in a variety of natural resources programs. The NRIP is a three-year program exposing interns to multiple USFWS programs and field locations and requires Directed Reassignments to different geographic locations for the entire period of the NRIP.

Responsibilities

Performs developmental assignments in increasing responsibility and difficulty working closely with the supervisor while learning the complexities for the specific operations of and programs provided within the areas assigned. Assignments are designed to develop expertise required to carry out assignments at the full performance level.
Examples of possible assignments:
- Plan and conduct investigations to determine the impact of various land and water development projects upon the fish and/or wildlife resources.
- Review and report on permit applications under the Corps of Engineers, Environmental Protection Agency, or state permit programs.
- Plan and conduct inspections of existing projects of moderate complexity to ensure that legal standards and other requirements are met and implemented in a manner most beneficial to fish and/or wildlife resources.
- Conduct private land habitat restorations including landowner contacts, mapping, surveying, staking, construction monitoring, seeding, etc., and prepare management plans for restored areas.
- Assist in the consultation process pursuant to Section 7 of the Endangered Species Act of 1973.
- Assist in the preparation and review of biological implications of environmental assessment/impact statements.
- Help gather, organize, and interpret biological, ecological, pathological, public use or other pertinent information to ensure management plans are current.
- Review new or proposed legislation or providing comments on their impact on natural resource management.

PHYSICAL DEMANDS AND WORK ENVIRONMENT: The work requires both office and outdoor work. The work requires some physical exertion with temperature and weather extremes in the performance of outdoor work.

Basic Requirements for this position: You must meet A or B below to qualify for the position.
A. Degree: biological sciences, agriculture, natural resources management, or related discipline appropriate to the position being filled.
OR­
B. Combination of education and experience: courses equivalent to a major in biological sciences, agriculture, or natural resources - or at least 24 semester hours in biological sciences, natural resources, wild land fire management, forestry, or agriculture course work equivalent to a major field of study -- plus -- appropriate experience or -additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences; agriculture, or natural resources.

Specialized Experience Requirements: In addition to meeting one of the basic entry requirements listed above, you must have the appropriate specialized experience as described below.

You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:
A.One year of specialized experience equivalent to the GS-07 grade level in the Federal service demonstrated by performing biological evaluations regarding fish and wildlife and evaluating and reporting biological data.
B.A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include fish and wildlife biology, natural resources management, etc. ; OR
C.A combination of education and experience as listed above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-11. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
