Support the Charlottesville Department of Utilities in fulfilling its service to provide efficient and safe utilities to all in our community. The Charlottesville Department of Utilities - Water/Wastewater Division is seeking a qualified candidate to join our team as a GIS Technician who is highly motivated and who strives for success by demonstrating Charlottesville's Core Values of Leadership, Trust, Creativity, Respect, and Excellence.

The starting hiring amount is $15.85 to $26.15/hour for this position.

Starting offer is based on applicable education, experience, and internal equity. This is a full-time, non-exempt, position.

This position in the Utilities Department performs specialized technical work in preparation and maintenance of maps and related tasks within the City's Enterprise Geographic Information System (GIS). Work done here is to advance GIS solutions to meet department needs. Position assists the Systems Performance Analyst with data collection, entry, and mapping activities in order to accurately inventory and map the utilities infrastructure. Primarily and most frequently the work done here is performed independently, with diverse functional areas and more specialization and ability to train others.

Essential Responsibilities and Duties:

Maintains and updates a wide variety of maps and map layers.

Troubleshoots and resolves problems.

Produces standard or custom maps, charts, graphs, GIS analysis and projects and related information.

Assists others in defining and meeting their mapping and GIS data needs.

Performs research and interpretation of legal descriptions on recorded deeds and survey maps.

Corresponds with and provides assistance to homeowners and City Attorney's office regarding easements.

Organizes and maintains filing systems for mapping and related records.

Examines own work for exactness, neatness, and conformance to standards and specifications.

Assists with various projects to improve department or program efficiency.

Remains knowledgeable about emerging GIS technologies and industry developments.

Performs other duties as assigned.

Depending on assignment may be assigned one or more of the following duties:

Assigns new addresses and updates existing addresses to comply with 911 requirements.

Provides field and office global positioning system (GPS) support.

Draws or digitize plats, profile sheets, plans and other engineering documents.

Responds to Miss Utility program; Locates and marks utility lines with electronic locator.

Assists survey team with field work.

Education, Experience and Skills:

Minimum Qualifications:
-Graduation from high school, plus two (2) years of technical training required. 
-One (1) year of experience performing above and related duties; or an equivalent combination of education and experience.

Preferred Qualifications:
-An associate degree in GIS or related field preferred.

Skills: Strong computer skills and work knowledge of various software (i.e., Microsoft Office, databases, GIS, AutoCAD); Technical reading, writing, and presentation skills; Ability to perform research and interpret legal descriptions. Ability to report information in a clear and understandable format; Ability to be organized and efficient.

Standard work environment. The job may risk exposure to inclement weather, wet or humid conditions, uneven terrain, noise, fumes, dusts and pollen, animals/wildlife, and traffic.

Position is subject to federal Department of Transportation drug and alcohol testing requirements.
