TIER Implementation Updates
June 3, 2016
HR met twice with CLAS staff who were determined eligible for reassignment to the Shared Services Center (SCC). The first meeting notified them that they were eligible; the second meeting informed them of the Dean's decision regarding their assignment. Most reassignments will be effective August 1, 2016.
Debby Zumbach and Dani Weber from the SCC will be visiting CLAS departments to discuss next steps before implementation. They will be learning the business needs of the departments and discussing specific responsibilities. In addition, CLAS HR is working with departments with reassigned staff members to discuss how we can meet their staffing needs. Planning sessions will happen throughout the summer.

Dean Djalali hosted a staff forum on Tuesday, April 19, to discuss TIER and the University Financial Shared Services Center (USC). The forum was well attended, with more than 100 people present.
Human Resources has met with the CLAS staff members eligible for consideration to work in the USC, and those staff members have also met one-on-one with UI Assistant VP and Director of Business Services Debby Zumbach. Eligible staff members have until May 6 to indicate their preference to work in the USC. The next step will be to determine who will be reassigned and who will remain in CLAS.

CLAS is beginning the implementation of our new TIER redesign for Human Resources. The Dean’s Office has welcomed two Human Resources Generalists who will serve the college.
Heather Schnoebelen comes to us from OVPR and Melissa Fiacco comes to us from UIHC. Heather and Melissa will be joined by Chris Stevens, formerly from Physics & Astronomy; Eileen Sullivan, formerly from Biology; Jenny Britton, formerly from English, Philosophy, Linguistics, and Rhetoric; and Kellie Kucera, formerly from DPA. Along with Laura Schipper and Nancy Fick, these colleagues will form the new CLAS HR Team to serve staff HR needs.
Here is a list of the departmental assignments for each: http://clas.uiowa.edu/human-resources/contact-us. In keeping with the TIER model, the Director of Human Resources (Fick) now has a dual reporting relationship with Dean Djalali and Kevin Ward, Interim VP for HR. Fiacco, Schipper, and Schnoebelen will report to the Director of HR. Stevens and Sullivan will report to Schnoebelen and Britton and Kucera will report to Fiacco. They will be meeting with the DEOs and departmental administrators to introduce themselves. This model will provide more centralization and consistency in HR practice.
